With infinite tier 3 it takes him 20% longer to reach tier 3 (which is honestly enough that most times you can do all but the last gen before he hits tier 3 if you are not just feeding him for free) and he moves at 106% speed in tier 2 and 3 and 96% in tier 1 (where he takes 20% longer to get out).
